By default Excel processes the txt / csv files with the Charset WIndows (ANSI)
This is how it is when you open the file by double clicking on it. Excel takes over and applies the default charset.

In order to choose the correct charset, just open a new blank sheet and choose the charset. Choosing charset 65001: Unicode (UTF-8) the importshould be successful and you would be able to see the data splitted into columns.

Alternatively you can select the first column, where all the data is stored. Go to Data, split text to columns and select comma or semicolon in order to split the data.
